Tips for safe use of hazardous chemicals in laboratories
Dangerous chemicals have dangerous properties such as toxicity, corrosion, explosion, combustion, and combustion-supporting. Once they are not properly controlled, they can easily cause safety accidents. Dangerous chemicals play an important role in scientific research and experimental teaching. In recent years, accidents involving hazardous chemicals in laboratories of some universities, scientific research institutions, and technology research and development companies have occurred from time to time, causing casualties and property losses. In order to further strengthen the safety management of hazardous chemicals in laboratories and prevent accidents involving hazardous chemicals, the Office of the Municipal Hazardous Chemicals Safety Production Committee has given the following reminders to relevant units involved in conducting experiments using hazardous chemicals:
- Formulate and strictly implement a laboratory hazardous chemical safety management system, set up an institution responsible for laboratory safety management or equip full-time safety managers. The laboratory should have full-time or part-time safety managers to be responsible for daily safety management.
- The laboratory should establish a safety education and training and access system. All personnel entering the laboratory should first be trained in safety knowledge, skills and operating standards, and master the correct use of equipment, facilities and protective equipment. Only after passing the assessment can they enter the laboratory and perform experimental operations.
- Laboratories should regularly inspect the equipment and facilities used in experiments, identify possible safety risks at the experimental site and during the experiment, and formulate corresponding risk control measures. They should be familiar with the hazardous properties of the hazardous chemicals used and wear personal protective equipment correctly during experiments.
- Laboratories should effectively strengthen the duty management system to avoid conducting highly dangerous experiments at night. If overnight experiments are indeed necessary, they must strictly follow internal approval procedures, upgrade management and control, designate special personnel to be on duty on site, and strengthen laboratory safety inspections.
- Laboratories must purchase hazardous chemicals from suppliers with qualifications for the production and operation of hazardous chemicals, and request the official Chinese version of the Chemical Safety Data Sheet from the supplier. The Chemical Safety Data Sheet should be properly kept for the convenience of relevant personnel.
- Laboratories must set up special storage rooms, gas cylinder rooms, hazardous chemical warehouses and other places for storing hazardous chemicals. It is prohibited to place them randomly in the laboratory, and it is prohibited to repackage hazardous chemicals and stack other flammable items in the laboratory.
- Laboratories should carry out full-process and full-cycle management of procurement, storage, use, and disposal. When in use, a dedicated person should be responsible for distribution and recycling and detailed records should be kept. Waste generated after the experiment should be collected and stored in a unified manner and disposed of scientifically in accordance with laws and regulations.
- Laboratories should establish a safety accident reporting system. When encountering an emergency, they should immediately activate the emergency plan, take measures to control the development of the situation and report it to the relevant departments promptly. Late reporting, concealment, and omission of reporting are not allowed.
- Other matters that comply with laws, regulations, standards, etc.
