Safety Management of Industrial Gas Cylinders
Gas cylinders are mobile, refillable pressure vessels. Because they have some special problems in use, in order to ensure safe use, in addition to requiring them to meet the general requirements of pressure vessels, they also need some special requirements. For the sake of distinction, a bottle-type metal or non-metallic sealed container with a volume not exceeding 1,000 liters (commonly 35 to 60 liters) used for storing and transporting permanent gases, liquefied gases, dissolved gases or adsorbed gases is generally called a gas cylinder.

Bottle containers that are not used to store and transport related gases but are used as pressure vessels are not considered gas cylinders, but pressure vessels. The scope of application of gas cylinders in the "Regulations on Safety Supervision of Special Equipment" is: gas cylinders containing gases, liquefied gases and liquids with a standard boiling point equal to or lower than 60°C with a nominal working pressure greater than or equal to 0.2MPa (gauge pressure), and the product of pressure and volume greater than or equal to 1.0MPa-L. The scope of application of gas cylinders in the "Technical Regulations for Safety of Gas Cylinders" is: applicable to ambient temperatures of -40°C~60°C, nominal volumes of 0.4L~3000L, nominal working pressures of 0.2MPa~70MPa (gauge pressure, the same below), and the product of pressure and volume greater than or equal to 1.0MPa-L, containing compressed gases, high (low) pressure liquefied gases, cryogenic liquefied gases, dissolved gases, adsorbed gases, mixed gases (Note 1-2) and liquids with a standard boiling point equal to or lower than 60 Seamless gas cylinders, welded gas cylinders, cryogenic insulated gas cylinders, fiber-wound gas cylinders, gas cylinders with fillers inside, and gas cylinder clustering devices for liquids above ℃; large-volume gas cylinders for long-tube trailers and bundled containers, and gas cylinders for fire fighting, shall comply with the relevant provisions of the general provisions, materials, design, and manufacturing of this regulation. Long-tube trailers and bundled containers shall also comply with the requirements of the "Technical Supervision Regulations for Safety of Mobile Pressure Vessels": Large-volume gas cylinders greater than 3000L and less than or equal to 5000L may refer to the relevant provisions of this regulation for implementation.
According to the classification of gas cylinder structure, gas cylinders can be divided into 5 types:
① Seamless gas cylinders
1) The general seamless gas cylinder is in the form of a cylindrical body, with a convex, concave or H-shaped bottom at one end and a spherical shoulder with a neck at the other end. There is a bottle mouth with a tapered thread on the neck of the bottle for assembling the bottle valve.


② Welded gas cylinders
There are two types of welded gas cylinders: two-piece and three-piece. The two-piece type is welded by welding two straight-side long heads, some with a simplified body and some without. The three-piece welded gas cylinder has a cylindrical body formed by cold-rolling steel plates and welding, and hot-spinning elliptical heads are welded at both ends.

③Fiber-wound gas cylinders
Fiber-wound gas cylinders are made of high-strength fibers wrapped around the inner liner of the gas cylinder. The types of gas cylinder inner liner include steel liner, aluminum alloy liner and plastic liner, etc. The types of wound fibers include carbon fiber and glass fiber. Compared with steel gas cylinders, fiber-wound gas cylinders are lighter and have larger capacity.

④ Cryogenic insulated gas cylinders
Also known as Dewar flasks, they are stainless steel pressure vessels with super vacuum insulation, designed for the storage, transportation and use of liquid oxygen, liquid nitrogen, liquid argon or carbon dioxide. These containers are manufactured according to DOT4L standards and are used for reliable and economical transportation and storage of cryogenic liquid gases, as well as on-site storage and supply of cryogenic liquid gases in a wide range of applications.
Advantages:
(1) Compared with compressed gas cylinders, it can hold a large amount of gas at a relatively low pressure.
(2) It provides an easy-to-operate source of cryogenic liquid.

⑤ Internally filled gas cylinders
Internally filled gas cylinders refer to gas cylinders that use internal fillers to dissolve and adsorb gases, including dissolved acetylene gas cylinders and various types of adsorption gas cylinders.
Dissolved acetylene gas cylinders adsorb acetone solvent and acetylene solution through internal porous fillers, and use acetone solvent to release acetylene gas when in use.
Adsorption gas cylinders, such as solid hydrogen storage gas cylinders, refer to the use of materials to store hydrogen in hydrogen storage materials by physical adsorption and chemical adsorption of hydrogen. Hydrogen storage materials have formed multiple branches such as alloy hydrogen storage, coordinated hydride, and porous materials.

1. Requirements for the transportation of gas cylinders
① For short-distance transportation of gas cylinders, concave-bottom gas cylinders and gas cylinders with round bases can be transported by hand by tilting and rolling, and square-bottom gas cylinders should be transported by a safe and labor-saving special trolley. For long distances or uneven roads, special machinery and tools should be used for transportation, and they should be properly fixed with iron chains, etc. It should not be carried by shoulder, back, embrace, arm, lifting, or two people.

② Do not use dump trucks or forklifts to transport gas cylinders. When transporting with forklifts, gas cylinders should be placed in containers or baskets.
③ If lifting is required during the transportation of gas cylinders, electromagnetic lifting equipment should not be used. When lifting bulk gas cylinders with mechanical lifting equipment, the gas cylinders should be placed in containers or baskets and properly fixed. The gas cylinders should not be lifted by chain ropes, wire ropes or hooks to hang bottle caps.
④ After the gas cylinders are transported to the destination, the ground where the gas cylinders are placed should be flat, and the gas cylinders should be placed securely to prevent tipping or rolling.

2. Requirements for loading and unloading of gas cylinders
① Gas cylinders should be loaded and unloaded gently to avoid collisions between gas cylinders or other hard objects. Gas cylinders should not be loaded and unloaded by throwing, rolling, sliding, dropping, or bumping.
② When lifting or lowering gas cylinders to a high place manually or dropping them from a high place to the ground, two people should operate at the same time, and the lifting and lowering actions should be coordinated and lifted and lowered gently. They should not be thrown or dropped when lifting or dropped, or slipped or dropped when dropping.
③ When loading, unloading, and carrying wrapped gas cylinders, protective measures should be taken to prevent wear and scratches on the composite layer of the gas cylinders, and the gas cylinders should be kept away from moisture.
④When loading and unloading gas cylinders, the bottle caps should be equipped properly, and the valves of the gas cylinders should be protected to prevent damage.
⑤When unloading, lead pads or rubber pads should be laid at the landing point of the gas cylinders; the gas cylinders should be unloaded one by one, and multiple gas cylinders should not be released continuously.
⑥When loading and unloading, the valves should not be aimed at the person, the gas cylinders should be rotated upright, and the cylinders should not be rolled or passed out of the hands. The gas cylinders should be placed upright and securely.
⑦ When loading and unloading toxic gases, appropriate anti-toxic measures should be taken in advance.
⑧ When loading and unloading oxygen and oxidizing gas cylinders, work clothes, gloves, loading and unloading tools and machines should not be stained with grease.
3. Storage requirements for gas cylinders
① Gas cylinders should be stored in special warehouses with sufficient natural or mechanical ventilation.
② The fire resistance level of warehouses storing flammable gas cylinders and combustion-supporting gas cylinders should not be lower than level 2, and the opening direction of its doors and windows and electrical circuits should meet the explosion-proof requirements; a fire ban sign should be set up outside the warehouse; the equipment of fire-fighting equipment should comply with the provisions of GB 50140.
③ Flammable gas cylinders and combustion-supporting gas cylinders are not allowed to be stored in the same warehouse.
④ Empty and full bottles should be stored separately, and in-use gas cylinders and spare gas cylinders should be stored separately, and anti-dumping measures should be set up.
⑤ Heat insulation, sun protection, fire prevention and other measures should be taken.
4. Requirements for the use of gas cylinders
① Use reasonably and operate correctly. Check as required and use only after meeting the requirements.
② The user unit should use a specific cylinder for a specific purpose and should not change the steel stamp and color mark of the gas without authorization.
③ When using a gas cylinder, it should be placed upright and measures should be taken to prevent it from tipping over.
④ When moving a gas cylinder over a short distance, it can be moved by tilting and rolling it by hand. When moving over a long distance, it can be transported by a light cart. It should not be thrown, rolled, or flipped. When using a gas cylinder on a construction site, it should be placed on a special vehicle or fixed for use.
⑤ For gas cylinders using oxygen or other strong oxidizing gases, the cylinder body and valve should not be contaminated with grease or other flammables. The work clothes, gloves, loading and unloading tools and machinery of the users should not be contaminated with grease.
⑥ When installing the pressure reducing valve or busbar, check that the threads of the clamp or connecting nut are intact. The pressure reducer, joint, conduit and pressure gauge used to connect the gas cylinder should be marked and used on a specific type of gas cylinder.
⑦ When opening or closing the bottle valve, use your hand or a special wrench. Do not use a hammer, pipe clamp or long-handled threaded wrench.
⑧ The rotation speed of opening or closing the bottle valve should be slow.
⑨ If the bottle valve is found to be leaking, or there is no gas when opened, or there are other defects, the bottle valve should be closed, marked, and returned to the gas cylinder filling unit for processing.
⑩ The gas in the cylinder should not be exhausted, and a residual pressure of not less than 0.05Mpa should be left.
⑪In the use occasions where backflow may occur, the equipment should be equipped with a device to prevent backflow, and the acetylene cylinder should be equipped with a backfire prevention device when working.
⑫ The gas in the cylinder should not be poured into other cylinders; the residual gas in the cylinder should not be handled by yourself.
⑬ The place where the cylinder is used should have an empty bottle area and a full bottle area, and there should be obvious signs.
⑭ The cylinder should not be knocked or collided.
⑮ Electric welding arc should not be performed on the cylinder.
⑯Gas cylinders should not be used as supports or for other inappropriate purposes.
⑰Gas cylinders should not be placed near heat sources. No operations involving open flames or sparks should be carried out within 10m around the location where the gas cylinders are placed (when working at high altitude, this distance is the vertical projection distance on the ground);
⑱When gas cylinders are used in summer, they should be protected from exposure to the sun;
⑲When the cylinder valve is frozen, the cylinder should be moved to a warmer place and thawed with warm water or a heat source with a temperature not exceeding 40°C.
⑳The number of gas cylinders stored at the work site at the same location shall not exceed 20; if more than 20 cylinders are stored, a secondary gas cylinder warehouse should be built.
